I am always a little hesitant with Priceline, with the whole not knowing what hotel you've picked until after you've booked your room, so I really like hearing really fantastic things like that!!!
I felt exactly the way you do about Priceline, before I tried it. But several things convinced me that it was worth a shot, and now I will never have to pay rack rate for am American hotel again.
First, although you don't get to pick the specific hotel, you DO get to pick the neighborhood. They show you a map of neighborhoods beforehand, and you can research them online if you like to see which ones work for you. They'll never stick you in a neighborhood you didn't choose.
Second, Priceline doesn't do business with crappy hotels. They have a reputation to uphold, and they inspect every hotel they work with on a regular basis. Even the one-star tourist hotels are clean, safe places. If a hotel's standards fall, Priceline dumps them.
We honestly couldn't do the traveling we do if had to pay rack rate for hotels. Priceline lets us stay in lovely hotels that would otherwise be off-limits to us on our budget. I strongly urge you to take the plunge and try it!
